chorrisplot is appproaching a mark on port-tack, then changes tack and reach chc on stbd-tack. esp, approaching the mark on stbd-tack, bears away and makes contact once chorrisplot has already reached chc.
when a boat changes tack in the mark zone, R18.2(b) ceases to apply, hence esp is no longer protected with mark rights for breaking R11 in accordance of R18.5, unless his avoidance is above chc.
System Info:chorrisplot was given a pen at t=183 (RE:Rule 18 - Mark room (!)). chorrisplot raised the P flag at=186.

If esp comes to the room, I presume his argument will be:
"but he tacked in the zone therefore he has no rights."
But, this is very wrong. Chorris acquires RoW when he reaches CHC. esp is then required to keep clear of him, as per Rule 11. However, chorris cannot force esp above CHC, which he doesn't do.
Clearly esp's penalty for Rule 11.
