Hi Robinhud,
Please read rule 15. It applies to you from the moment you finish your tack.
15 ACQUIRING RIGHT OF WAY
When a boat acquires right of way, she shall initially give the other
boat room to keep clear, unless she acquires right of way because of
the other boat’s actions.
Fluke does not have to anticipate your tack or do anything to avoid you until you finish your tack. He started to avoid you before you finished your tack but contact still occurred. Therefore you did not give him room to keep clear. Remember he does not have to start to avoid you until you finish your tack and does not have to quick tack.
Aloha!

Hi Robinhud,
Yes, if you had pressed 1-1 "Room to Tack" you would have invoked Rule 20 and Fluke would have had to give you room to tack.
Press the RAF button if you want to.
Aloha!
