Desider tacks onto stbd for the w/ward mark. Poesje initiates her avoiding tack before Desi has completed and as Poesje tacks Desi bears off further thus breaking rules 15 and 16 System Info:Poesje was given a pen at t=390 (RE:Tack). Desidera is ROW boat. When Poesje initiates tack, Poesje is keeping clear. Desidera does not have to alter course. Desidera alters course to leeward, and breaks rule 16 by failing to give Poesje room to keep clear. Desidera breaks rule 16 by altering course and thus not giving Poesje room to keep clear
